New financial schemes instead of monetization of subsidies

A few weeks before the start of the new year, the government is trying to push through its scheme of housing subsidies monetization.

“On January 1, 2019, we will launch the monetization of subsidies. This will enable people to receive a part of their savings and use them for energy saving,” these are the words of Volodymyr Hroisman.

However, the real monetization of housing subsidies is fundamentally different from what the government proposes.

How can one call monetization a scheme in which the recipient itself will not have access to actual funds?

The purpose and essence of a real monetization is precisely in the fact that the person who receives assistance from the state, should independently dispose of the accrued subsidy.

Then, a person is willing to save money. After all, they will be able to dispose of the remainder of the subsidized funds.

Secondly, the service providers are motivated to provide quality services. Because people will simply refuse to pay for low-quality services.

Whereas the government suggests that these should be banking institutions that will manage the funds of Ukrainians. This is not monetization, this is a cover for financial abuses.

What kind of abuses?

Let me give a simple example.

Everyone knows about the exorbitant bills issued by regional gas companies in connection with the court’s cancellation of the decree on the rates of consumption of gas without metres. These bills are illegal and should not be paid.

Consumers would have never paid for them. A bank, which will receive from the regional authorities an illegal demand to pay several hundred additional hryvnias, on the other hand, does not care about this money. This is not the bank’s money, after all. So the bank will easily pay the illegally issued bill with the money from the subsidy.

As a result, a person is left without the aid promised by the state – the subsidy is actually stolen.

And there can be many such examples.

Under the guise of monetization, the government is actually making millions of citizens hostages of scammers, covering it all with false words about the possibility of saving and discrediting the progressive idea of monetization.

Therefore, I am against Hroisman’s pseudo-monetization. I stand for real monetization with people’s direct access to their funds.

We need real monetization of subsidies, not an imitation for the sake of protecting oligarchic monopolies!

An appeal of the ProCondominium Movement to the government of the country!

At a meeting of the National Council for the creation and maintenance of activity of condominiums, Director of the State Social Assistance Department of the Ministry of Social Policy of Ukraine, Vitaliy Muzychenko, said that the draft resolution of the Cabinet of Ministers of Ukraine “Some issues of providing housing subsidies to the population in cash” had been amended.

Having analysed the draft resolution, which was allegedly significantly amended, the ProCondominium Movement has declared that the principled approach remains unchanged. Unfortunately, the position of condominiums has not been heard.

Nothing special is required for condominiums.

The ProCondominium Movement is asking the government to comply with the regulations of the Law of Ukraine “On Condominiums” and Article 11 of the Law of Ukraine “On housing and communal services”.

For condominiums, any decisions of the Cabinet of Ministers of Ukraine regarding the “treatment of benefits and subsidies” that contradict the regulations of the law are inapplicable (void) and impossible to fulfil by their legal nature.

And this concerns both the current version of the resolution and the proposed draft.
