The bill (2831-3) on local elections combines the worst features of the two electoral systems – Soboliev

The law on local elections in its present form legitimizes the diktat of parties and leads to people’s selling their voices for foods.

This was said by Deputy Chairman of the “Samopomich” faction, chairman of the Committee on Preventing and Combating Corruption Yehor Soboliev on the sidelines of the parliament.

He notes that “Samopomich” finds it important to consider a legislation that would not just be called the law “On local elections”, but would introduce truly new and transparent rules for the election of local authorities.

“We need to not only consider the law and adopt a new system of elections which would enable communities, instead of party leaders, to decide whom they want to see in the local councils. This will be possible only if people vote for both a specific party, and particular names by selecting them from the open lists,” noted the deputy.

Soboliev says that in the present version – the law on local elections combines the worst features of the two electoral systems and includes only one positive feature – a system of electing mayors of major cities in two rounds.

“As for everything else – it’s the law which can’t be adopted at the moment,” he said.

According to him, the law lacks amendments that will eliminate the possibilities of ballots falsification, will set up a clear formula of votes counting, will give the opportunity to choose the candidates from the open party lists – and only then – to vote.
