The Parliament supported the bill №3038, which provides for the payment of 5% of the amount of rent for the gas production into local budgets. According to a people’s deputy of the Samopomich Union faction, Secretary of the Parliamentary Committee on Fuel and Energy, Viktoriia Voitsitska, this law will stimulate development of the Ukrainian gas industry.
“The government has set a very ambitious goal – for Ukraine to become independent from the imported gas, either reverse gas from Europe, or gas from Russia, by 2020. And for this we need to be sure to increase our own production,” the MP said.
According to her, the key issue in this process is to support the local authorities. Unfortunately, the events of the last six months have been adversely affecting development of the industry – not only were the special permits suspended, but the regional councils also refused to grant permits to companies.
“However, the adopted bill is part of the fiscal decentralization. This is an international practice – to stimulate support from the local communities in obtaining special permits by companies that produce gas. Thanks to this, special permits will be issued promptly and quickly, and the local governments will benefit in the form of 5% of the proceeds from the rent,” the MP underscores.
