The President of Ukraine has signed the law on access to construction sites, transport, power industry for the development of telecommunication networks. As noted by one of the initiators of the law, people’s deputy of the Samopomich Union faction Oleksandr Danchenko, the law was a priority of the IT Committee of the Parliament, and it was listed as urgent in the presented by the Committee Development Strategy of the information and communication technologies.
“So now we are going to have uniform rules for the access to and use of infrastructure by providers, we have some authority to establish fees for the access to infrastructure, the rights and obligations of all those involved in the construction of modern infrastructure are spelled out as well. There are still many unresolved problems, but the beginning of March 2017 will definitely go down in history as the beginning of systemic and strategic changes in the industry,” says the MP.
We should add that the law sets the legal framework for access to infrastructure construction facilities, transport, power industry and the peculiarities of its use for the sake of development of public telecommunications networks, meeting the needs of consumers of telecommunications services, and developing the information society in Ukraine. It also establishes the powers of public authorities, local authorities, rights and obligations of the operators, telecommunications providers, as well as other natural or legal persons in whose ownership (possession) there are infrastructure construction facilities, transport, power facilities.
According to a co-initiator of the law, Samopomich MP Roman Semenukha, adoption of this law actually resets the system rules of construction and modernization of the networks.
“In many cases, owners have different approaches to the formation of payment; sometime providers are forced to undertake extra unjustified commitments due to the abuses on the part of individual owners of monopolies – in particular, energy companies, etc. This law will introduce uniform rules for the entire industry in the territory of Ukraine,” says Roman Semenukha.
