Bill that can speed up introduction of 4G introduced in the Verkhovna Rada

Last week a bill on technological neutrality was introduced in the Verkhovna Rada.

A group of people’s deputies registered in the Verkhovna Rada a draft law aimed at revision of the plan for the use of radio frequency resources, as well as introduction of technological neutrality. Its authors are MPs Oleksandr Danchenko, Olena Matuzko, and Roman Semenukha.

Technological neutrality is the principle that will allow communications providers to use their frequencies with any communication standard, regardless of what is specified in the license. So far, a provider obtains a license with a specified limit on bandwidth that can be used for a given communications standard.

The draft law also provides for the joint use of frequencies by communications providers, reduced list of documents to be submitted by a company applying for a frequency license.

The Ukrainian Internet Association confirms that this draft law is another step towards LTE in Ukraine. “This is true, although, of course, it will be necessary to amend the plan for the use of RF resource of Ukraine. But this is a good innovation. The principle of “tacit consent” is being introduced in issuing permits (if a public authority does not issue documents at the right time, providers are free to run their equipment). The providers who share licenses for the same bandwidth can jointly use it. The law is conceptually new; of course, it is still necessary to work on it, but in general I think it’s a good step,” said Chairman of the Board of the Association, Oleksandr Fediyenko.
