According to the chairman of the Samopomich Union faction Oleh Bereziuk, while demanding to establish market tariffs, the International Monetary Fund does not necessarily require to raise them.
“The IMF has finally realized that they are being deceived – money which is allegedly received for the sake of economy stabilization end up in the pockets of the oligarchs.
Here is what I mean. First of all, today in our country we have tariffs that turn over 50% of consumers into the recipients of subsidies, that is, aid from the state. And if previously the oligarchs used to was siphon money from Naftogaz, which was put into debt by the last regime, today they have switched to siphoning regional gas distribution companies through the holes in the subsidy system,” says Oleh Bereziuk.
As noted by the MP, the country’s gas system has billions that should be obtained and balanced in tariffs: “In 2017, Ukrgasvydobuvannya earned 30 billion hryvnias. Of these, only 9 billion were spent on modernization, innovation and extraction of our own gas. Where is the rest?
Where do the superprofits of Naftogaz go? Is this a private enterprise for the enrichment of a couple of people?
I have also received a letter from employees of Ukrtransgaz company. It turns out that the top management of this company provide themselves with huge bonuses, while ordinary employees receive nothing.”
Oleh Bereziuk underlines that there is no gas market in Ukraine, so tariffs and prices are determined by the oligarchs at their discretion. “Besides, these same oligarchs demotivate people to show their incomes (for people will lose subsidies) and block financing of energy efficiency projects. By the way, one more sign of marketability is gas accounting. Fortunately, thanks to the active position of condominiums, at the end of last year, we managed to oblige regional gas companies to install apartment meters, because the latter wanted to exploit people by forcing them to have house counters.”
The chairman of the faction is convinced that the basis of tariffs lies in the country’s own gas. After all, it is only 20% of gas that we need to buy additionally. But we need to calculate fairly what Ukrtransgaz, Ukrgasvydobuvannya and Naftogaz of Ukraine earn.
