Law on prefects introduces a local “Caesars” institution – Sydorovych

The proposed to the MPs draft law on prefects will lay the foundation for the creation of a new caste of demigods.

This was stated by deputy of the “Samopomich” faction, member of the Constitutional Commission Ruslan Sydorovych.

“In addition to the proposed changes to the Constitution, the Ministry of Regional Development prepares to introduce to the Parliament a draft law on prefects. According to this document, prefects are provide with such powers that even princes did not dear to dream of; the bill makes the executive power and local self-government directly inferior to them,” says the MP.

In particular, he notes that prefects are given the right of general supervision, the right to stop the decisions of the local government, and to manage the resources of the state programs of local councils, to coordinate all appointments and dismissals, including the power block.

However, local councils will no longer have the power to express no confidence and dismiss a prefect (currently, a local council may express no confidence with 2/3 of votes, which results in the resignation of the head of the Regional State Administration or District State Administration).

“A prefect will be appointed by the President on the proposal of the Cabinet of Ministers. However, the President may decline to approve the Cabinet’s nominees, and may call for other candidacies, any number of times. Once again, a prefect may be dismissed by the President on the proposal of the Government,” says the deputy.

Another nonsense is the union of the Kyiv city and Kyiv regional prefectures, which, in fact, is a violation of the Constitution.

In addition, according to the MP, the law states that the indicated in it  list of powers of prefects is not exhaustive and may be supplemented by sectoral laws.
