The draft budget for the next year submitted by the Government significantly reduces the revenues to the budgets of local governments. This was stated during a coordination board by the Chairman of the “Samopomich” Union faction, Oleh Bereziuk.
“Ukraine has declared the course for decentralization. However, we see that there are political statements, but no real decentralization. On the contrary, the government is implementing a “creeping” centralization. As a proof – the draft budget 2016 proposed by the Government which provides for both hidden and direct centralization of expenditures,” said the MP.
“Last year we adopted very high-quality reformatory laws that increased revenues to local budgets by more than 25 billion UAH. This year the Government proposes to pass the state budget which takes away from local government more than 36 billion UAH. That is, we are not only going back to the past year, we are also stealing directly from local government. This is unacceptable,” said the parliamentarian.
In addition, adoption of the budget requires reviewing the expenditures laid down by the government in the project, article by article.
“We will not even touch this budget in the parliamentary hall without explanations for the allocated costs for each item. We can find there up to 100 billion hryvnias of ineffective expenses or expenses that are not necessary,” said Bereziuk.
