Because of the non-compliance with the parliamentary rules the legislative work collapses.
This was stated a deputy of the “Samopomich” Union faction, Viktoriia Voitsitska, commenting on the failure of the Verkhovna Rada to pass the governmental bills on the gas market.
“For the effective implementation of the reforms, including those on the energy market, there must be cooperation between the legislative and executive branches. Unacceptable is the situation when a comprehensive consideration of the bill is impossible because it is all of the sudden rapidly introduced into the agenda of the session,” she said.
The MP has stressed that according to the regulations, within 30 days there should be a preliminary consideration of a bill by the committees with the latter’s commenting on them and making suggestions and up to 14 days are to be provided for the submission of alternative bills.
“However, in spite of all the procedures, the bills on the gas market had been introduced by the Government on the eve of consideration, one of the relevant committees for housing and utilities didn’t even have time to consider them,” she stated.
Voitsitska stressed that the violations of the procedures would affect the quality of the voted bills.
“Therefore, we have addressed the esteemed Government with a request to work properly and stressed the need of a full preliminary study and discussion of bills with the deputy corps, as required by the Regulations. Then the laws will be qualitative, there will be enough votes and above all – they will be effective,” said the MP.
