The Parliament must create the conditions for the utility rates not to be a shock to citizens and for the tariff policy to be transparent and reasonable. This was stated by deputy of the “Samopomich” Union faction Aliona Babak during the session of the Verkhovna Rada.
According to her, today, the issue of formation of tariffs for utilities is lacking transparency. Unclear for consumers remain the questions of the tariffs’ validity, and whether the quality of services is taken into account in the process of prices formation.
MP proposes to create the conditions at the legislative level under which the consumer will have access to information about the amount and validity of the tariffs prior to their approval, not after that.
Aliona Babak believes that for that matter the bill on the National Commission of electric power and utilities should be passed; the bill is being elaborated by the Cabinet together with the experts.
“We must create such an environment where a customer sees and understands the tariff policy beforehand. To this end, we have created a working group to examine the validity of the tariffs increase. The group will present a report in the Verkhovna Rada in early May,” added the MP.
The main question the working group is examining relates to the fact whether the quality of services is taken into account in the process of formation of rates and how the accounting of energy resources is done from the stage of their production to selling.
