IT reform strategy for Ukraine: e-government and independent regulator

The future of IT became the focus of parliamentary hearings, during which the experts in the field of information technology and MPs held a discussion on the topic of “Reforms in information and communication technologies and development of the information space”.

E-government and document flow that are a priority for improving the efficiency of public administration have not yet been introduced in Ukraine. At the same time, every year Ukraine loses human capital assets, talented specialists in the field of IT. These are the main problems identified by a member of the “Samopomich” Union faction, Chairman of the Committee on Informatization and Communications, Oleksandr Danchenko.

“The main constraint factor in the development of the industry is the lack of interaction between the main leverages over the formation of market trends. There is no single central executive body that would deal with the industry itself. There is neither an independent regulator nor a comprehensive legislative regulation in the industry,” said MP, a member of the Committee on Informatization and Communications, Roman Semenukha.

«The IT industry is quite powerful, but it should not become bureaucratic,” says MP, a member of the “Samopomich” faction, Chairman of the Verkhovna Rada temporary special Commission on Future, Oleksiy Skrypnyk. “The task of the state is just to prohibit the inspections of the regulatory authorities and to start a dialogue about education. We do not need the IT ministry, however, we need a First Vice Prime Minister who would be able to coordinate what is done in the ministries and departments,” he stressed.

“A lot of projects are being launched now, but there should be a foundation – support for e-government and introduction of electronic passports and signatures,” emphasized Oleksiy Skrypnyk.
