The Verkhovna Rada adopted the law “On scientific and technical activities» (№2244), which aims at improving the status of scientists and scientific institutions in Ukraine.
The law contains a number of innovations. This is in particular creation of the National Research Fund of Ukraine which will finance scientific research, improvement of material and technical recourses, organization of conferences and trainings for scholars.
“What is the progressiveness of the law? Besides the fact that it specifies a lot of nuances that are important for an average scientist (business trips, trainings, etc.), there are two essentially new things inscribed. The first one relates to the formation of the state policy in the sphere of science. This is the National Council for Science and Technology Development, where scientists and government officials will jointly shape the state policy in the sphere of science.
The second one is the National Research Fund which will distribute the funds on the basis of independent expertise. Though, obviously in order for this to become a truly effective financial instrument we still have a lot of work to do. Therefore, ahead of us is large and hard work on implementation of the mentioned in the law changes,” commented on the law a member of the “Samopomich” Union faction, the Deputy Head of the Committee on Education and Science, Oleksiy Skrypnyk.
