Among the main demands of the society to the Parliament of the 8th convocation was exactly the adoption of laws relating to reforming the health system of our country, but what is going on in the country each time postpones consideration and adoption of health care bills. This was said at a briefing by a member of the “Samopomich” faction, the Deputy Chairman of the Committee on Health, Iryna Sysoyenko.
“The budget for health care in Ukraine is only 3-3,8% of GDP, whereas in other countries it is at least 7% and above. With the state funds the medical maintenance can be covered only by 50%,” said the MP.
“We can change the principles of medical institutions’ financing and transfer from the system of payment on the basis of the amount of beds that exists now to a more efficient mechanism – payment for the provided to a patient services. This revolutionary step will enable more efficient use of existing resources and thus will push for more serious changes and reforms. To achieve this we need to pass a number of relevant bills. For this matter the bills 2309a, 2310a, 2311a were introduced to the Parliament in July of this year,” said Sysoyenko.
Despite numerous appeals of the “Samopomich” faction, the bills still have not been included in the agenda. The same is true of bills 1164, 1332 which should be discussed in the parliamentary hall and voted for in the second reading.
These bills provide for higher salaries for certain categories of health workers (including employees of emergency medical services), seniority pay depending on the length of service and the like.
Adoption of these laws will allow properly forming the Budget Code, including the necessary expenses to the State Budget.
