“Samopomich” Union registered a bill on elections to the district councils of Kyiv

Today, March 15, at the initiative of the “Samopomich” Union in the Verkhovna Rada of Ukraine a bill appointing elections to the district councils of Kyiv has been registered.

“This is a very symbolic thing that shows the level of freedom in Ukraine. For two years many have been swearing allegiance to decentralization, swearing all the authority has been transferred to local levels. But we have a different, absolutely shameful example – the only city in Ukraine which has no local government is the capital, the city of Kyiv,” the Vice-Speaker of the Parliament, Oksana Syroid, explained the importance of the bill.

The elections to the district councils were to be held on 27 March for the first time after they were disbanded in 2010. However, by a decision of the District Administrative Court, the electoral process was suspended.

“Today, we are registering a draft law which states: in case the CEC does not set elections to Kyiv district councils, in case they are blocked by the court, they should be allowed by the Verkhovna Rada. You remember how once the Parliament saved the situation in Kryvyi Rih. Now we offer to allow the elections in Kyiv in the same way. We offer to call the elections on May 29,” said MP, chairman of the Anti-Corruption Committee, Yehor Soboliev.

“In fact, the elections were canceled because of three instruments: political put-up job, distorted legal proceeding, complete inaction of the CEC. Today we can say that administration in the districts and Kyiv as a whole is totally centralized. We are against political phobias because of which the city of Kyiv has become the outsider of the decentralization process in Ukraine,” said chairman of the “Samopomich” Union faction in Kyiv City Council, Serhiy Husovskyi.
