Today we can only talk about partial decentralization, since for its holistic implementation it is necessary to amend the Constitution of Ukraine.
This was reported by Deputy Chairman of the Verkhovna Rada Oksana Syroid during her working visit to Sokalshchyna (Lviv region.).
“We can’t delegate powers to the communities that are not prepared and are not able to fulfill them. At this stage, we urge them to unite and implement reforms step by step,” she said.
The Vice-Speaker notes that the benefits of decentralization lie in the new powers of local communities and in additional funding from local taxes.
