Zelensky is now proposing what Samopomich has been insisting on for the last 5 years

After making a statement on the dissolution of the Verkhovna Rada, President Zelensky gathered the heads of parliamentary factions for a consultation. Following the meeting, leader of the Samopomich Union faction, Oleh Bereziuk, said that the requirements of the Head of State coincided with what Samopomich pursued:

“During the consultation with the factions’ heads, President Zelensky proposed what Samopomich unconditionally supports. This is a complete reset of parliamentary power in Ukraine and early elections. Moreover, the President suggests that the Parliament finally do what it should have done long ago – destroy the majority election system.”

According to Bereziuk, it was suggested that at its extraordinary meeting the parliament should adopt changes to the current law on elections, which would eliminate all articles about the majority election system and lower the electoral threshold to 3%.

“There is also an idea of an imperative mandate – we need to prohibit MPs from moving from one faction to another en masse. And this will undoubtedly cause a lot of resistance and has already provoked discussions. Because those flip-floppers are always beneficial for those who manipulate and use power in their own interests.”

In her turn, Deputy Speaker of the Parliament Oksana Syroyid notes that we cannot hold any elections preserving the current system. There might be not enough votes for the adoption of the Electoral Code, and the elimination of the majority system is a certain consensus.

“Today’s parliament consists of the people who, when going to the polls in 2014, promised to cancel the majority system, which led to the usurpation of power by Yanukovych. Unfortunately, for 5 years the majority of MP have been avoiding answers to this question. Samopomich has been consistent in its demands to return to this issue and finally to cancel the majority system. We are convinced that the parliament should adopt a law that will return the electoral system to a proportional one. This is our duty.”

It is difficult to say whether there will be enough votes even for this bill.

“We understand that Poroshenko kept the majority system for a reason. He wanted to retain the power he had in order to get the maximum number of people in the majority districts who were fed from the state budget.”

Also at the meeting with the parliamentarians, President Zelensky was interested in the position of each faction regarding early elections and in what form it all should be done. Each leader also could express their thoughts about yesterday’s speech. Oleh Bereziuk noted that those who have been despising the national idea for 5 years, robbing the country and disappointing people should be punished. But the head of the Samopomich faction is also concerned about one more thing:

“Because of the change of power in the country, those who brought the war to Ukraine in 2013–2014 – the fragments of the Party of Regions – are very happy now. Will they be punished? Or are they rejoicing expecting revenge today? This was my direct question to President Zelensky, and I hope to hear a frank answer.”

Oleh Bereziuk also asked Zelensky another question: “Three revolutions have taken place – the Orange one, the Revolution of Dignity and the electoral revolution. But after the first two, these were oligarchic clans that seized power. The president answered me: “Now the president is not an oligarch.” It’s true. But will the President protect the presidency institute from the clans’ influence?”
