Commenting on the statements of the Central Election Commission’s representatives that the department will not have time to prepare for the early elections of the Verkhovna Rada under the current procurement system, MP Ruslan Sydorovych notes that a similar discussion between the CEC and the Ministry of Economic Development and Trade occurred at the beginning of the presidential election campaign as well.
The parliamentarian believes that now it is the Verkhovna Rada that should join in solving the problem. In particular, no later than tomorrow, the parliament – being the highest political body –should organize a meeting with the CEC representatives, the Cabinet of Ministers and the Presidential Administration in order to resolve this issue.
“Today I will speak with the leadership of the Verkhovna Rada. There is a good Ukrainian proverb: who wants to solve a problem, is looking for the ways, while the one who does not want to solve it, is looking for reasons,” said Ruslan Sydorovych.
At the same time, MP has precautious about changing the legislation on public procurement. After all, in the course of the ProZorro system’s work, billions of state hryvnias have been saved, due to which the system has been repeatedly attacked.
The parliamentarian states: “Making such changes to the public procurement law may be the opening of the Pandora’s box, because if today we are making an exception for the parliamentary election campaign, tomorrow we will make it for the local election campaign, and then for Ukrzaliznytsia, Energoatom and so on, and nothing will remain of the law.”
“Therefore, if there is an opportunity to resolve this issue without amending the law on public procurement – and First Deputy Minister of Economic Development and Trade of Ukraine Maksym Nefedov insists on this – we should pursue it. By the way, tomorrow there will be a meeting of the Cabinet of Ministers and, I think, tomorrow this issue could be resolved,” concludes Ruslan Sydorovych.
