Vyacheslav Mishalov, Secretary of the Dnipro city council and a member of the Samopomich faction, and Artem Khmelnykov, chairman of the Samopomich faction and head of the budget committee of the Dnipro city council, are recommended to be voluntarily stripped of their deputy mandates. The corresponding decision was made by the Executive Committee on March 30, following the conclusions of the working group, which studied the widespread information about possible corruption actions of Vyacheslav Mishalov and inaction of Artem Khmelnykov in this situation.
The working group checked the activities of the city party and the faction as to whether their actions corresponded to the principles of the party, its Charter, the Memorandum of a candidate for deputy of the local council. Based on the findings of the working group, headed by Oksana Syroid – Vice Speaker of the Verkhovna Rada – the Executive Committee made a decision:
– To recommend the deputies of the Dnipro city council representing Samopomich Union – Vyacheslav Mishalov and Artem Khmelnykov – to voluntarily give up their mandates of deputies of the Dnipro city council.
– To recommend the Samopomich Union deputy faction of the Dnipro city council to consider the issue of excluding Vyacheslav Mishalov and Artem Khmelnykov from the faction and address the Dnipro city head regarding voting Vyacheslav Mishalov out of the position of the Secretary of the Dnipro city council and Artem Khmelnykov of the position of the chairman of the budgetary committee of the Dnipro city council .
– To exclude Artem Khmelnykov from the members of the Samopomich Union political party on the basis of the findings of the Control Commission of the Samopomich Union political party, which directly results in the termination of his powers as Chairman of the Dnipro city organization of the Samopomich Union political party.
The duties of the Chairman of the Dnipro city organization of the Samopomich Union political party are imposed onto Andriy Tolstykh by the time a new Chairman is elected.
We shall recall that two weeks ago, the Chairman of the Samopomich Executive Committee, people’s deputy Oleh Lavryk sent an appeal to the chairman of the National Anti-Corruption Bureau with a request to check the information published in the media about the abuse of office for his personal advantage and for advantage of his family members by the Secretary of the Dnipro city council, Vyacheslav Mishalov.
