Unless we speed up the process of considering amendments to the Electoral Code, we will not mange to pass the document even before the start of a new election campaign. This was stated by a representative of the Samopomich parliamentary faction MP Ruslan Sydorovych.
He emphasizes, “As of today, only 433 amendments out of 4.5 thousand have been processed. This is ridiculously little, only 10% of the total amount. With a speed like this, we will not manage to adopt this law even before the parliamentary election campaign begins.”
The MP continues, “However, certain preliminary agreement has been reached – the expert environment will offer a block-structured approach to considering amendments. This will significantly accelerate the dynamics of consideration, because there are many amendments that relate to the same things differing in some aspects only.”
In this case, according to Ruslan Sydorovych, one can hope that the committee will be able to finalize the results of its work within a month.
Accordingly, the document can be adopted by the parliament in the second reading before the end of the current session of the Verkhovna Rada, that is until the middle of July.
“Why is it important to adopt this bill before the end of this session? Because the presidential election campaign begins in autumn.
It is dangerous to adopt the Electoral Code, which will change the rules of the election process, on the eve of the start of the campaign. There is a risk that in this case electoral commissions, citizens and political forces might have insufficient time to get acquainted with the results of the adopted law, which might result in a confusion, and worst of all – the cancellation of the results of such elections.”
We shall recall that in November the Verkhovna Rada supported a new draft Electoral Code in the first reading. The document, in particular, provides for the introduction of a proportional electoral system with open party lists.
