Roman Semenukha: “The Parliament has actually taken a step towards the legalization of transactions with certain areas of Donetsk and Luhansk regions”

The Verkhovna Rada supported in the first reading the draft law on the specifics of issuing identity documents and confirming the citizenship of Ukraine. This law is very risky and dangerous.

“It leaves loopholes for abuses. According to the draft law, it is not only the persons living in the ATO zone themselves but also their legal representatives who can apply for the issuing of documents,” notes people’s deputy Roman Semenukha. “First of all, it is necessary to clearly define for the purposes of this law – who exactly can be considered such a legal representative, otherwise we might leave a favorable ground for abuses. Presently, Ukraine does not recognize the deals made in the occupied territories. This bill creates the risks of legalization of such deals. This is nonsense! Secondly, we do not have ATO anymore, and the status of the territories that were the ATO zone has already been changed.”

Roman Semenukha recalls, “In the draft law on temporarily occupied territories, Samopomich offered to use the state register of voters of Ukraine as a basis. In order to obtain a passport of Ukraine, a person must address the relevant representative office of the central executive power in the territory under Ukraine’s control on his/her own. Moreover, given that the country is at war, this should also be checked by the Security Service of Ukraine.”

It is obvious that the draft law which contains the risks of legalization of transactions in the occupied territories and in which legally incorrect terminology is used must be sent for revision.
