Patients need good doctors, doctors need good salaries

When adopting the state budget for 2017 the health care sector was catastrophically neglected. Since January 1, the minimum wage for the Ukrainians is 3,200 hryvnias. However, the wage scale has remained unchanged since the last year. Therefore, the first wage category remains at the level it was before – 1, 600 hryvnias.
As noted by Samopomich MP, deputy chairperson of the Verkhovna Rada Health Committee, Iryna Sysoyenko, this has resulted in the situation when the salary of a junior emergency doctor is almost the same as the salaries of paramedical personnel – a nurse’s aide or a cleaner. According to Iryna Sysoyenko, this is unjust in its essence and this introduces a social tension among the health workers.
Samopomich insists that the government must do everything possible to create the appropriate conditions for the work of doctors. In the first place, the government has to revise the wage scale in order to ensure that the level of the first tariff category coincides with the minimum wage – that is to set it at the level of 3,200 hryvnias.
In order to provide health care workers with appropriate salaries, as it is guaranteed by the law, amendments to the state budget 2017 should be introduced and the size of the medical subsidy should be increased.
“We need around 1 billion hryvnias in order to fix this situation which annoys almost 2 million health workers. I think that the Cabinet can and must find the necessary funds,” says the MP.
Let’s have a look at the following example: in Kyiv region the wages fund 2017 for employees of emergency medical aid makes up 131 million hryvnias, while 275 million are necessary.
Due to the limited funding, health institutions’ chiefs have to make their doctors take unpaid leaves or take up part time jobs instead of full time ones. As a result, health care workers seek jobs or work in the field they were not trained in. According to experts, during 2016 more than 7,000 health workers left Ukraine and found jobs in other countries.
Iryna Sysoyenko had initiated a round table at the Health Committee of the Verkhovna Rada, which was held on February 16, with the participation of Acting Minister Uliana Suprun and representatives of the Ministry of Finance, as well as heads of regional and city health departments from all over Ukraine, “Every one of them has come here to voice their own needs – a specific amount of money needed for additional financing of the wages fund; to help the Ministry of Finance understand the needs, to prepare calculations as soon as possible, and to make the Parliament adopt the relevant decisions – amendments to the budget of Ukraine.”
