In this presidential election, we have a situation in which the majority of Ukrainians are ready to vote for absolute obscurity rather than for old corruption. And in order to have certainty and confidence in the future, we need to know the limits beyond which the president cannot go. Such restrictions can be established by Samopomich’s draft law “On the President of Ukraine”.
Deputy Speaker of the parliament Oksana Syroyid says that the main goal of the bill is to ensure that the personality of the President himself is not decisive, while these are the rules introduced for the very presidential institution that are decisive.
“I consider the present election to be a great lesson for us: at last, people have understood that any person can become a president. And this urges us to seek the introduction of such rules that will make the actions of any person in this position predictable.”
After all, any organization must live by the rules. Laws are written for the sake of containing the state, not for containing people. The President is an institution and people have to know how an institution will act in relation to them. And in the present conditions, the President is the most unpredictable position, which often leads to arbitrary decisions. This must be changed. Oksana Syroyid emphasizes:
“Our fate depends on each state institution – they decide whether we will feel free or not. And our historical experience has proved more than once that if there are no checks, sooner or later, those who have most power and authority tend to pose the greatest threat to the freedom of every person.”
Ukrainians have one peculiar feature – at every presidential election they tend to choose a kind of dream, says the Deputy Speaker:
“People seem to have a hope that once they cast their ballot their candidate will become saint and will get some kind of superpower. But in fact, when we choose a president or any other elective office, we choose a person with all his/her flaws and weaknesses.”
That is why it is very important to have limits and checks. This would help people with less experience and knowledge to understand how they should act and where to move; as for people who think they know a lot and want to abuse their power, this would become a restriction.
