People’s deputy of the Samopomich Union faction, Deputy Chairman of the Verkhovna Rada Committee on Industrial Policy and Entrepreneurship, Serhiy Kiral, considers that the accusations of the Prosecutor General’s Office concerning the understatement of the cost of the land for construction of an industrial park by the Lviv City Council bear the mark of a political put-up job.
“What does Prosecutor General Lutsenko says in response to absolutely reasonable reservations on the part of the Lviv Mayor? To the cities: do not even try to look for new ways, to think about attracting foreign investment, we will come to you anyway. To investors: there is still no stability in Ukraine, no one wants you here, we can doubt any decisions and agreements at any time, depending on the political or other expediency,” says Serhiy Kiral.
According to him, at least two manipulations can be traced in the statement of the Prosecutor General.
Firstly, the cost of land is determined by a licensed organization. Neither the city Mayor nor the Council can reduce it. They can increase it, but not reduce.
Secondly, the land for construction of an industrial park in Riasne-2 was sold on the basis of the requirements of the Land Code of long-term lease, on the basis of an investor’s appeal and evaluation of an expert, rather than a baseline assessment in the amount of 423 UAH. The cost is confirmed by another expert before being approved by the decision of the local authorities.
And the last but not the least: the land for the needs of industry, for creation of industrial parks in most of the neighboring countries, with which we compete for capital and investment, is often provided free of charge altogether, as the funds are returned in the form of revenues from taxes and fees, creation of jobs in enterprises and in related industries.
The people’s deputy adds, “Unfortunately, this is not the only case in Ukraine, which testifies to the fact that the lack of political will for radical reforming of the state apparatus and the security forces leads to their being used as instruments of pressure and political violence in the hands of the ruling oligarchic kleptocratic “elite”.
