The National Commission that implements state regulation in energy and utilities (NCREU), within the framework of the stimulating tariff setting system (RAB), has approved tariffs for regional power distribution companies at the level of 12.5% per annum.
As noted by Samopomich MP Lev Pidlisetskyi, this decision concerns both the new and the old base: “First of all, the base is revalued. With such an evaluation and with such interests, this decision will annually provide billions of hryvnias of profits to the oligarchs owning regional power distribution companies. This money will be charged from us, Ukrainians. According to my forecast, this will be more than 20 billion hryvnias per year!”
In addition, the deputy adds, a rate of 12.5% for a new base will not contribute to investing into the development of networks. Consequently, the arrival of new real investors in the industry is impossible.
“Out of all the options for RAB-financing the worst is chosen. This one is the most harmful for the economy and most favorable for the oligarchs owning regional power distribution companies. And the decision was made when the privatization of the state packages of regional power distribution companies was announced,” notes Lev Pidlisetskyi.
However, according to him, there is a chance to cancel this decision. “European legislation on state support, which will be valid here from August, gives us a chance to cancel it and return all the received funds to the state revenues. The Antimonopoly Committee is aware of this.”
