We have no right to adopt the budget which distorts the public policy. This was stated by MP from the Samopomich Union faction, Aliona Babak.
“The situation with the budget is very strange. They tell us where we are heading, what the areas of reforming are, in particular that the energy reform is allegedly our best achievement. However, let’s take a look at this budget. What do we see? Increased subsidies. This means further increase in tariffs. The new figure for the subsidies will reach 60 billion hryvnias. At the same time, have a look at the energy efficiency we are talking about at every step. Only 800 million hryvnias are provided for the Energy Efficiency Fund. The Energy Efficiency Fund has not yet been established. It will be created over time, after we pass the law; it will take it some time to start functioning as an institution and to establish a mechanism of accreditation. And during all this time no Ukrainian family will be able to take advantage of the “warm” loans. This is absurd and nonsense,” said Aliona Babak.
The deputy believes that the laws and budget which distort the public policy cannot be adopted.
“Funding for energy efficiency programs and “warm” loans for people should be substantially increased,” states Aliona Babak.
Another aspect emphasized by the MP is the transmission of the functions to finance utility costs to the local level in the draft budget for 2017. The fact is that, despite these plans, one cannot really say that the state supports citizens locally in terms of the work on energy efficiency, for example in schools and hospitals.
