District hospitals may be left without heating, and cities will not be able to maintain large city hospitals.
Samopomich Union faction requires the Government to exclude from the bill #5131, on amendments to the Budget Code, the regulation on transferring the payment for public utilities and energy resources in health care facilities to the expenditures of local budgets. This was stated by Samopomich MP Iryna Sysoyenko.
“If such an amendment is introduced to the Budget Code, there will be a discrepancy between the powers of the local government and the local budget resources to implement these powers. In fact, local budgets will not be able to afford to maintain large city hospitals. There is a particular risk for district hospitals. For these expenditures actual budgets have no incomes. Accordingly, district hospitals may be left without heating,” explains the MP.
The representatives of the Samopomich Union faction add that such a situation is observed not only in the medical field, we are talking about financing of vocational education, secondary schools’ utilities. According to the draft budget for 2017, the Cabinet wants to make local governments pay for these costs.
“Such a policy might result in the destruction of not only the education and medicine, but also decentralization,” sum up the lawmakers.
