Semenukha: Fiscal decentralization is under a serious threat in 2017

On the basis of the registered in the Parliament draft state budget 2017 it seems that fiscal decentralization is under a serious threat. This was stated by MP from the “Samopomich Union” Roman Semenukha.
“Due to the fiscal decentralization the budgets of cities and towns have increased by two to three times. The central government being afraid to make changes to the Budget Code is doing a wrong thing, it is obliging the local budgets with what is supposed to be the central government’s obligation,” stresses the MP.
“Thus, the burden of many payments that used to be done by the central authorities is transferred onto the local governments. This is financing of vocational education, utilities of secondary schools and medical facilities, textbooks for secondary schools,” says Roman Semenukha.
The faction’s members say that all this proves that the government is trying to destroy the fiscal decentralization. The result of such a policy might be destruction of not only education and medicine, but also decentralization.
“In the end we can have schools and hospitals without heating and cities without funds,” says MP from the “Samopomich Union” faction, Oleh Bereziuk.
The faction reports that in the coming week “Samopomich” will form its own vision of the amendments to the draft budget 2017.
