“Successful reform of hospital districts requires that a number of additional problems should be solved” – Iryna Sysoyenko

Today in Ukraine in the framework of health care reform hospital districts are formed. This is a network of general hospitals that can provide emergency assistance. However, according to the people’s deputy from the Samopomich Union faction, Iryna Sysoyenko, successful reform requires a number of additional issues to be solved.
“First of all, a mechanism for determining the need for secondary care must be clearly formed. Secondly, who is going to fund formation of the hospital districts? It is necessary to provide funds for that in the state budget,” says Iryna Sysoyenko.
In addition, the lawmaker says it is necessary to create hospital boards. These should include representatives of the areas where the hospitals will be set up. After all, without the dialogue with the public the reform has no chance for success. As an example – approval of a hospital districts plan in the Kharkiv region, where, according to the original plan, the city of Liubotyn was supposed to close down its hospital, and the residents were supposed to be treated in a nearby district centre, to which there is no direct bus service
“The city residents were outraged and gave the regional officials a week to adjust their plans. But no one came for help, so the residents were forced to block the road. And a new plan appeared at once, in which four intensive care hospitals were added,” emphasizes a deputy of the Kharkiv Regional Council representing Samopomich, Vitaliy Bushkovskyi.
Despite facts like this, MP Roman Semenukha calls on the Ministry of Health to create a special collective body with the involvement of the public in order to make decisions which hospitals should be closed down. “People did not block the road for nothing; they are outraged because no one communicates with them. Very often, good ideas and reforms of the central government are distorted by the local authorities,” said the MP.

Health
