The draft state budget for 2019 neither provides for a digital initiative nor introduces digital services that could kill corruption.
Chairman of the Verkhovna Rada Committee on Informatization and Communication, MP Oleksandr Danchenko from the Samopomich Union faction notes, “We are all wondering where to find money. Yet, the issues of introducing electronic excise stamps at the state level, the issues of lottery control, electronic control over smuggling are not resolved. The issue of the effective work of the Ukrainian registries is not resolved either.”
The parliamentarian continues, “We have submitted these proposals. This alone could generate 30 billion hryvnias per year. Digitization kills corruption. But, unfortunately, there is no digitalization provided for in the budget.”
In addition, now they want to destroy the Ukrainian State Centre of Radio Frequencies, which, together with the National Commission, has brought 18 billion hryvnias to the budget. “How can we talk about the innovations if we are killing even what we have now?” concludes Oleksandr Danchenko.
