Over a week ago, the Parliament adopted in first reading the draft law №4901 «On utility bill accounting”. According to people’s deputy of the Samopomich Union faction, Deputy Chairman of Committee on Construction, Urban Development and Housing, Aliona Babak, it is necessary to endorse the document and adopt it in the second reading, because it will ensure fairness in commercial accounting of the utilities used.
For example, today water supply charging is carried out according to the number of people registered in an apartment. However, in most cases, there is a mismatch between the number of people registered and actually living in an apartment.
“Secondly, in a situation when in some apartment building there is accounting of water and heat, while in the others – there is no, we need to clearly understand who pays for the fact that in one building watering of the territory is not accounted, and in the other building there are leaky pipes in the basement.
In fact, today this is inflicted onto all consumers. That is at the expense of some of them the negligence or disorder caused by the others is funded,” adds Aliona Babak.
Therefore, adoption of this law should ensure a fair accounting of the consumed services and open information about their accounting and distribution between each apartment and non-residential premises of apartment buildings, which provide for transparency and will allow residents to pay bills for the actual consumption of utilities.
