On April 19, the International Court of Justice delivered a judgement on the demand of Ukraine to apply preventive measures in the framework of the case of Ukraine against Russia. The court found the evidence of Russia’s financing terrorism presented by Ukraine insufficient. At the same time, the court ordered Russia to refrain from limiting the activities of the Crimean Tatar representative institutions, in particular the Mejlis of the Crimean Tatar people, and to provide access to education in the Ukrainian language in the Crimea.
The Samopomich faction believes that the global strategy of Ukrainian foreign policy should be the recognition of Russian aggression against Ukraine and Russia’s occupation of the territory of Ukraine, namely the Crimea and parts of the Donetsk and Luhansk regions.
Russia has occupied 8% of the territory of Ukraine, using the regular armed forces of the Russian Federation, military equipment and weapons of the Russian Federation. The use of auxiliary leverages, including the financial ones, is just a component and consequence of this global crime.
Russia is financing its own occupation authorities in order to keep the occupied territories under its control. Russia is also financing propaganda in the occupied territories in order to keep the occupied population under control. In addition to this, Russia is trying to destroy the representative body of the Crimean Tatars – to make sure nothing can pose a threat to the occupation authorities in the Crimea.
While proving individual episodes of the crime in the court, having no strategy for recognition of the occupation at the international level, the government is laying the foundation for Russia’s further avoidance of the responsibility for the global crimes – for the war against Ukraine and the occupation of the territory of Ukraine.
Samopomich faction declares that it will be impossible to recognize Russia’s occupation of part of the territory of Ukraine at the international level unless Ukraine recognizes the fact of the Russian occupation itself. Therefore, in order to achieve our strategic objective (recognition of the Russian occupation at the international level) Ukraine must take the following steps:
– The first step is to recognize the Russian occupation by Ukraine itself. The parliament must adopt the law “On the territories of Ukraine which are temporarily occupied by the Russian Federation”.
– The next step should be the recognition of Russian occupation by those states that realize the extent of the Russian threat. Then it will be almost impossible to deny the Russian occupation. And the time will come when we will be able to convince the international community to set up a special tribunal that would consider the Russian war crimes.
